Citadel Panels Offer Progressive Look For New Judicial Center

The consolidation of Boyd County, KY judicial services from several locations—including an aging 100-year-old courthouse—into a modern new Judicial Center has met with overwhelming acceptance. Also receiving kudos, at least from project team members, is the Citadel Envelope 2000® cladding system that covers much of the three-story structure.

Located in Catlettsburg, KY, the 61,000 sq. ft. facility provides state-of-the-art courtrooms and administrative space. Its construction incorporated more than 30,000 sq. ft. of Citadel panels in two different systems. The bulk of the Envelope 2000 metal composite material (MCM)—approximately 24,000 sq. ft.—is concentrated on the building’s exterior. The panels were installed using the Reveal (RV) System. The field assembled attachment method utilizes perimeter moldings and is finished in Bone White.

The new facility connects to the existing courthouse and jail via an overhead walkway. The interior of the pedway is finished with approximately 6,000 sq. ft. of Citadel’s Panel 15® system. Panel 15 is a more economical system with a textured aluminum face, wood core and foil scrim backer.

The building was designed by Louis & Henry Group, Louisville, KY. “The Citadel panels interface nicely with masonry,” acknowledged Rick Kremer, president and project architect. “The metal shows the progressive nature of the city while the masonry speaks to its history.”

This was Kremer’s first use of the Citadel system but he is already planning to use it again on another courthouse project he is designing. “Naturally, I like the economy of the RV System but what I really like are the joints which give a nice crisp look. The panels themselves are quite stiff and don’t oil can. It’s really a cost effective way of getting the look of a much more expensive system,” Kremer said.

The Citadel system was installed by Spohn Associates, Inc., Indianapolis. “One of the big advantages of the Envelope 2000 RV System involves scheduling,” said Steve Black, project manager. “Since it is all field-cut, that allows us to get the material into the field very quickly and get started on the job. With other systems, you have to have full, precise dimensions before any fabrication can begin. RV is a great, quality system.”

Spohn Associates was also the Citadel distributor. The construction manager on the project was Codell Construction Company, Winchester, KY.
