Bay County Administration Complex

When the Bay County Board of Commissioners approved the construction of a new 123,000 sq. ft. administration complex in Panama City, Florida, their goal was to consolidate 14 different agencies—who had up to that point been leasing space in facilities all over the county—and to provide a commission chambers room that could accommodate up to 350 people.

Land adjacent to the county’s 55,000 sq. ft. public library was chosen as the site for the new building, and one of the project requirements was to develop a cohesive aesthetic between the two structures. JRA Architects of Tallahassee, the architect responsible for the library’s design, was commissioned to design the administration building as well.

The library has a stucco façade and is topped with an Englert Series 2400 standing seam roof in a Dove Grey color. For uniformity, stucco was also used on portions of the administration complex’s exterior, along with white field brick. And then on the roof of the new building, the design team was again turned to Englert. This time, however, the Series 2400 roof panels were specified with a Terra Cotta color.

The roofs of both the library and administration building were manufactured and installed by Kent Construction Co., Chipley, FL, and are certified for high-wind uplift by the Florida Building Department.

The latest building’s general contractor was Peter R. Brown Construction of Panama City.
