Lebanon Municipal Service Facility

Ohio Project Features Three Custom-Engineered Structures By Star Building Systems

The Lebanon Municipal Service Facility in Lebanon, OH consists of three custom-engineered metal buildings by Star Building Systems that total 33,000 sq. ft. The project was started in August 2014 and completed in April 2015.

The City Of Lebanon awarded this design/build project to Conger Construction Group through a qualifications and value-based process - not price. By utilizing the design/build method, Conger was able to deliver a building which will fit the city’s needs for years to come. In addition, a shared savings clause was incorporated into the contract. Through budget, schedule and quality management, Conger Construction Group was able to save several thousand dollars during the construction after the guaranteed maximum price (GMP) was established. This resulted in the City Of Lebanon receiving half of those savings.

The facility features inside parking for 26 vehicles, 5,000 sq. ft. of Star mezzanine for storage, a 5-ton crane and an office/ administration area. Utilizing a Star building enabled Conger Construction Group to meet the owner’s needs by providing large volume areas with clear span frames and rafter clearances for the overhead crane.

The roof panels are Doublelok Classic Green and wall panels are PBR in Light Stone. The walls of all buildings have 8" masonry block which runs to heights of either 3’4” or 8’. R-32 banded insulation was used for the roof and R-30 for the walls.

The Star builder and general contractor was Conger Construction Group of Lebanon, OH. The erector was R&F Erectors. The architect was McGill, Smith, Punshon of Cincinnati, OH. The facility is owned by the City Of Lebanon.
